Shri Amardeep Singh Bhatia is an Indian Administrative Service officer of 1993 Batch from Nagaland cadre. He is B.E. in electronics and a Post Graduate in International Development Policy. He has assumed the charge of Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry on 21st August, 2024. Prior to this, he was serving as Additional Secretary, Department of Commerce.
He has held many important positions in the Union Government. He was Joint Secretary, Ministry of Corporate Affairs where he was part of large reforms initiatives relating to corporate governance, accounting, insolvency and bankruptcy, and administration and adjudication under the Companies Act. He has also held the position of Director, SFIO where he oversaw investigations into corporate fraud cases. In the Ministry of Health & Family Welfare, he has overseen implementation of National AIDS Control Program, programs under the National Health Mission, among other works. He has also held important positions in the State Government, including that of Principal Secretary to Chief Minister, Development Commissioner and handled departments of Planning & Coordination, Health & Family Welfare, Environment & Forest, Agriculture, Municipal and Local Self Government, and Home Department amongst others.
Managing Executive Officer, Global Head of Infrastructure and Environment Finance Group, JBIC
Shri Hiroki Sekine soon after completing his Bachelor’s degree of Arts in Economics from University of Tokyo in March 1995, he joined erstwhile Export Import Bank of Japan (now JBIC).
Over 29 years he gained rich experience across business sectors and organizational functions including Policy and Strategy of JBIC. He immensely contributed to supporting Japanese manufacturing companies in expanding their trade and investments across the world including India.
Currently, Shri Hiroki Sekine holds Managing Executive Officer, Global Head of Infrastructure and Environment Finance Group and the position of Director General, Social Infrastructure Finance Department, Infrastructure and Environment Finance Group at Japan Bank for International Cooperation (JBIC).
In his current assignment, he leads JBIC’s global footprint in supporting social infrastructure projects including road, railways, OFN, telecom, ICT etc. He also supervises JBIC’s operations in India.

Shri Rajeev Singh Thakur is presently holding the charge of Additional Secretary in Department for Promotion of Industry and Internal Trade (DPIIT). He did his M.A in Economics and Master’s in Public Policy.
He has more than 25 years of work experience in the various sectors like Industry, Defense, Rural Development, Highways and Power till date.Director (Corporate Planning), Housing and Urban Development Corporation Limited (HUDCO)
Shri Muniappa Nagaraj is Director (Corporate Planning) of HUDCO. He is a qualified Cost Accountant and Company Secretary and also a certified Banker having qualification of CAIIB. He holds post graduate degree in management i.e. MBA with specialization in Finance.
He has varied experience of around 30 years in multitude sectors such as housing, infrastructure finance, skill development and microfinance in the social sector, and international trading. He has strong fundamentals in managerial capabilities and e-governance for the corporate sector. Prior to joining HUDCO, he was Chairman-cum-Managing Director of PEC Limited (formerly Projects and Equipment’s Corporation of India Limited) under the Ministry of Commerce and Industry. He also holds the position of Managing Director in National SafaiKaramcharis Finance and Development Corporation (NSKFDC) under the aegis of Ministry of Social Justice and Empowerment. Before that, he was Director in IIFCL Projects Limited (a group company of India Infrastructure Finance Company Limited) and also General Manager in IIFCL under Ministry of Finance, handling the portfolios of project finance especially Take-out Finance scheme of IIFCL, board secretariat, vigilance activities, business development, etc.IAS, CEO & MD, NICDC
Shri Rajat Kumar Saini is an IAS officer of 2007 batch of Telangana Cadre. He did his B.Tech from IIT Delhi and Masters in International Development from Harvard University. He assumed the charge of CEO & MD, NICDC w.e.f. 20th July, 2023. Before joining NICDC, he was holding the charge of Director in Department for Promotion of Industry and Internal Trade.
He has more than 16 years of work experience in senior positions of executive leadership across sectors like education, health, poverty alleviation, livelihood intervention through community mobilisation - framing and executing policies and welfare programmes at State and Local Government.
Executive Director (Training) - Incharge, HUDCO's Human Settlement Management Institute
Smt. Varsha Punhani is currently heading the Human Settlement Management Institute (HSMI), the Research and Capacity Building wing of HUDCO as Executive Director (Training) – lncharge. She holds a B. Arch. and M(Urban Planning) degree from Maulana Azad National Institute of Technology (MANIT), Bhopal and School of Planning & Architecture (SPA), Delhi respectively.
She has 35 years of experience in the areas of housing and infrastructure finance, architectural and planning consultancy services as well as research and capacity building. She has been the course coordinator for a number of MEA sponsored Training Programmes for overseas professionals, DoPT sponsored In-service training programme for Indian Administrative Service officers and CITYNET Training Programme for middle and senior level ULB officials.
Ms. Punhani brings to the table a vast field experience and understanding of grass root realities and challenges in implementation of housing and urban development projects. Her professional interests are diverse including pooled financing for funding infrastructural services, financial strengthening of ULBs and equitable, sustainable and resilient urban development.Chief Representative officer in New Delhi
Shri Toshihiko Kurihara has Bachelors in Business and Commerce from Keio University and Masters in Business Administration from University of Southern California. Shri Toshihiko Kurihara is Chief Representative of Japan Bank for International Cooperation (JBIC), Representative Office in New Delhi and covers all JBIC operations in India, Nepal, Bhutan, Maldives and Sri Lanka. He started his career with Mitsubishi UFJ bank in 2001 and transferred to Japan Bank for International Cooperation (JBIC) in 2006. Over the last eight years, he has held various positions within JBIC and mainly engaged in project financing for mineral resources sector and corporate financing for steel manufacturing sector. In his last assignment, he was an Advisor in the Treasury Department and has handled diverse assignments across accounting and treasury fields all over JBIC.
